Addressing the Unmet Educational Needs of Children and Youth in the Juvenile Justice and Child Welfare Systems
The paper discusses the poor educational outcomes many child welfare and juvenile justice involved youth face and explores the need for a systematic, collaborative approach to addressing the challenges. The central theme of the paper is that child welfare, juvenile justice, education and related systems need to work more closely together to strengthen the supports and improve education for youth who are known to multiple systems. It goes on to suggest six principles and policy and practice steps to improve outcomes for these youth.
