The Elementary and Secondary Education Act, the major federal policy on education, is up for reauthorization. The Center on Education Policy has spent two years rethinking the federal role in education -- and recommends that the reauthorization continue rigorous common standards across states while replacing AYP (Annual Yearly Progress) sanctions with flexibility and more supports to help low-performing schools boost teacher effectiveness and student success.
