This Vera Institute report finds that, despite formidable obstacles, Washington, DC’s DYRS made significant reforms in the last 5 years to change from a violence-plagued, punitive secure placement system to a system based on principles inspired by the famed Missouri Model. This analysis can help other jurisdictions chart reform.
