Despite rapid growth in its English Language Learner (ELL) population, Montgomery County Public Schools (MCPS) has been highly effective in improving outcomes for ELL students across the district.  Achievement has increased, and gaps between ELL students and their native English-speaking peers have decreased.  MCPS's effectiveness is intentional.  Its approach begins with rigorous diagnostics, followed by an aligned PreK-3rd curriculum that is integrated with instruction and continuous assessment.  This new case study outlines MCPS's six strategies for success.
