Faced with persistent recession-generated shortfalls, many governors are proposing spending cuts that cut per-pupil spending and health services for vulnerable families, even though some, like Texas, have “rainy day” funds that could cushion the blow and some, like Florida, are proposing tax breaks for corporations that would exacerbate the problem. CBPP takes a look.
