Ultimately, the goal of a budget advocacy effort is to bring all of these elements together — a strategic objective, a clear sense of audience, a winning message, and strong alliances — into a set of activities to deliver that message powerfully. The medium of message delivery, or how the message will be conveyed, can vary based on a number of factors. Once you have identified the issue you will work on and assembled the evidence you need to understand that problem and argue for a solution, then it is time to develop a clear and coherent strategy that will help you achieve it.
