The Urban Institute reports that glaring differences in the availability of computers and the Internet between high- and low-poverty schools have all but disappeared as of 2002. Public schools in poor and rural communities have been the primary beneficiaries of E-Rate support, significant gaps remain in their ability to effectively use technology in the classroom.
