"When
I was 15, my older sister Te-li and I were taken away from my mother because
she was mentally ill. On moving day, a red van pulled up to my grandma's
apartment building. A middle-aged black woman in a T-shirt and jeans got out.
It was Ms. Tate, our new foster mother. I never reported the lack of food, the cold showers, or Ms. Tate never
being around.
